In recent years, the Horn of Africa has visibly begun to play a more distinct role in international relations. The Horn of Africa and the waters of this region host the competition between the countries of the region and the influence of foreign actors. The region has increasingly become a part of the regional politics of the Middle East and hosts competition between regional powers such as Turkey, the United Arab Emirates, Qatar, Saudi Arabia, Egypt, and Iran. It is very important to express how each country formulates its agenda for the region. Therefore, this article seeks to explain how each regional power develops policies with each of the Horn of Africa countries to contextualize a strategy that is dependent on the region. The conflicts of the Middle East countries in the Horn of Africa have weakened this unstable political region. The projects of the Middle East countries to assert their power and the competition to build military bases have threatened the security of this region by exporting the regional rivalries of the Middle East to the Horn of Africa. While this article focuses on the motives and means of involvement of these actors in the politics of the Horn of Africa, it also focuses on the patterns It also focuses on the relationship between these foreign powers and the countries of the Horn of Africa. This article aims to produce a policy-oriented analysis as well as a framework regarding the role of external actors in Horn of Africa politics.
