With more than 5800 km of coastline in the north and south of the country and the presence of numerous islands in the Persian Gulf, Iran is located in a strategic and economic position in the Southwest Asia region, but for many years this country has not been able to properly take advantage of its geographical and maritime advantages. On the other hand, today's world is an era of innovation and competition, and countries are creating new paths for themselves to be on the path of progress. The idea of constructing a waterway from the southern coast of Makran and extending it to the plains of Jazmourian, Lut and Hamun, by constructing three new port cities of Makran, Jazmourian and Hamun with unique roles, can be one of the new initiatives for taking advantage of innovation, creating wealth and being on the path of growth and development. This article aims to identify and describe the opportunities for maritime and port capacity building that will be created by the construction of the Makran-Hamun waterway, using theoretical foundations of capacity building. The research method of this exploratory research, data collection, documentation and library research, and data analysis were carried out in a descriptive manner. The results show that in the case of the construction of the Makran-Hamun waterway, the capacity to create three new port cities of Makran, Jazmourian, and Hamun in the southeastern region of Iran, which is one of the least densely populated parts of the country, by creating the functional roles of the regional hub in transporting goods to Central Asia, shipbuilding for the Makran port, tourism, recreation, and education for the Jazmourian port, and an international transit port for Hamun, more than 39 maritime and port capacities will be created at all levels of capacity building.
