The aim of the present study is to investigate the role of multimodal transportation in the development of the sea-based economy. The research method is based on quantitative analysis based on statistical data gathered from official centers such as the Statistical Center of Iran and the Ports Organization of Iran. The data of this study includes 13 ports and itcovers the period from 1391 to 1402, which was estimated using the ordinary least squares method. The results show that the two ports of Shahid Rajaee and Imam Khomeini have been the focus of attention and investment by development policymakers. In addition, it was shown that transit, cabotage, and the virtual variable of the existence of railways in the aforementioned ports have had a positive and significant effect on the development process of Iranian ports during the studied period. This study attempts to analyze and examine the conditions and factors that can bring the capacities of international corridors, including the North-South Corridor in Iran, from a potential state to an actual state. This corridor starts from the port of Mumbai in the south, reaches southern Iranian ports such as Chabahar and Bandar Abbas by sea, and then connects to northern Iranian ports such as Anzali, Caspian and Amirabad ports by rail and road. Then, it connects to Russian ports such as Astrakhan via the Caspian Sea. It then connects to St. Petersburg in Russia and Northern Europe via rail. The World Development Report (2009) shows that countries with access to the sea have an average annual economic growth of half a percent higher than landlocked countries. One of the reasons for their high economic growth is that more than 90 percent of goods are transported by sea. According to the sea-oriented development policies announced in accordance with the Seventh Development Plan, the growth of the sea-oriented economy should be twice as much as economic growth of the country. One of the factors for realizing the sea-oriented development policies is to complete the missing links along the international corridors. For example, the existing ports on this route should be upgraded to higher generation ports and become smart and the infrastructure of various water, rail and road transportation methods should be developed.
