The sea-based economy, as one of the key pillars of sustainable development, plays a crucial role in the optimal utilization of marine resources, economic growth, job creation, and strengthening the geopolitical position of countries. Iran, with access to the strategic waters of the Persian Gulf, the Oman Sea, and the Caspian Sea, has significant potential for developing a sea-based economy. Environmental diplomacy, aimed at managing marine resources, reducing environmental risks, and promoting regional and international cooperation, is one of the critical tools for achieving sustainable development in this area. In this context, the main question of the present study is: What challenges has Iran's environmental diplomacy faced in the development of a sea-based economy during the years 2021 to 2024? In response to this question, the hypothesis is proposed that Iran's environmental diplomacy in the development of a sea-based economy has faced challenges such as economic sanctions, marine pollution and climate change, a lack of management infrastructure, and insufficient international cooperation. These challenges have hindered the sustainable and effective development of a sea-based economy. The aim of this study is to examine the challenges and problems faced by Iran's environmental diplomacy in the development of a sea-based economy during the years 2021 to 2024. Using a quantitative method and collecting data through library research and document analysis, this study seeks to identify the main obstacles to Iran's environmental diplomacy. Finally, it aims to analyze these obstacles and provide solutions for the sustainable development of Iran's sea-based economy
