مطالعه نظری حکمرانی صنعت دریایی از منظر سرمایه انسانی و دلالت‌های آن

چکیده
حکمرانی صنعت دریا شامل تعامل و هماهنگی میان گروه‍های مختلف ذی‍نفع در مورد مسائل مربوط به دریا است که به‌وسیله بازیگران مردمی، دولتی و غیردولتی با مشارکت فعال در فرایندهای آن، ‌نقش مهمی در ایجاد رویکردی یکپارچه و جامع در بهره‍برداری مؤثر و پایدار از منابع دریا ایفا می‍کنند. این نوع ساختار بی‍شک در تناظر شبکه‍ای از سرمایه انسانی فاخر و هوشمند ارتقاء می‍یابد؛ بنابراین سرمایه انسانی هسته مرکزی شبکه صنعت دریایی است به‌نحوی‌که می‍‍توانند مسائل صنعت دریایی در حوزه‍ها و لایه‌های مختلف به شکل نوآورانه حل نمایند. مدیریت سرمایه‍های انسانی مهم‍ترین اقدام در توسعه و تعالی این دارایی ارزشمند است. شناسایی،‌ توسعه، نگهداشت و به‌کارگیری آن‌ها با ویژگی‍های منحصربه‌فرد و پتانسیل‍های بالقوه،‌ متضمن و تسهیل‍کننده توسعه ظرفیت و شبکه‍های مشارکتی حکمرانی صنعت دریایی خواهد بود. هدف این پژوهش شناسایی چالش‍های سرمایه انسانی در حکمرانی صنعت دریایی با روش فراترکیب و ارائه دلالت‌ها و رهنمون‌های پیشنهادی را در این راستا می‍باشد. بدین منظور به جستجو، بررسی و شناسایی پژوهش‍های مرتبط با موضوع از طریق سامانه جستجوی کتابخانه‍ای در وبگاه‍های مختلف پرداخته شد و مقالات، کتاب، پایان‍نامه مرتبط استخراج گردید. سپس بر اساس عنوان، چکیده و متن پژوهش‍های مرتبط به اولویت‍بندی و حذف موارد ناخواسته و یا کمتر مرتبط (غربالگری) پرداخته شد. شیوه تحلیل داده‍ها بر اساس کدگذاری توصیفی و تفسیری بوده و نتایج تحقیق شامل 17 کد ذیل 3 مؤلفه اصلی؛ چالش‍های ناشی از محیط صنعتی، چالش‍های مدیریت منابع انسانی، چالش‍های نوآوری و تکنولوژیکی طبقه‌بندی گردید.

Maritime industry governance involves interaction and coordination between different stakeholder groups on maritime issues. This governance plays an important role in creating an integrated and comprehensive approach in order to have an effective and sustainable use of marine resources through active participation in their processes by public, governmental and non-governmental actors. This type of structure undoubtedly improves in line with a network of excellent and intelligent human capital. Therefore, human capital is the core of the maritime industry network and it can solve maritime industry issues in different areas and sectors in an innovative way. Human capital management is the most important step in the development and excellence of this valuable asset. Identifying, developing, maintaining and utilizing human capital with its unique characteristics and potential will ensure and facilitate the development of capacity and participatory networks of maritime industry governance. The aim of this research is to identify human resource challenges in maritime industry governance using a meta-synthesis method and to present a proposed policy in this regard. For this purpose, research related to the topic was searched, reviewed and identified through a library search system on various websites and a number of related articles, books and theses were extracted. Then, based on the title, abstract and text of the related research, unwanted or less relevant items were eliminated (screening). The data analysis method was based on open coding and the research results were categorized into 17 codes under 3 main components of challenges arising from the nature of the industry, management challenges and technological challenges.
